Broad-Based Black Economic Empowerment (B-BBEE)

Broad-Based Black Economic Empowerment (B-BBEE) is a South African government policy to address historical economic inequalities from apartheid. It promotes Black participation in the economy through ownership, management control, skills development, enterprise/supplier development, and socio-economic contributions. Governed by the B-BBEE Act of 2003 (amended), compliance is measured via a scorecard (Levels 1–8) based on five elements. While not always mandatory, compliance is critical for government contracts, licenses, and procurement. Small businesses (EMEs/QSEs) have simplified requirements, while large enterprises need formal verification. Non-compliance or fronting risks penalties.

 

Skills: Ability to conduct a workplace skills plan (WSP) and annual training report (ATR) to identify skill gaps and align training with business and B-BBEE objectives.

Purpose: Ensures training programs target Black employees and meet scorecard targets (e.g., 6% of payroll spent on training).

Example: Analyzing job roles to prioritize training for Black employees in critical or scarce skills areas.

 

Skills: Expertise in developing and managing learning programs, including learnerships, apprenticeships, internships, and bursaries.

Purpose: Programs must benefit Black employees (including unemployed learners) and align with Sector Education and Training Authority (SETA) requirements.

Example: Structuring accredited training courses or on-the-job mentoring for Black staff in technical or managerial roles.

 Skills: Budget allocation and tracking to meet the 6% payroll target for training Black employees and 3.5% for unemployed Black learners (if applicable).

Purpose: Ensures compliance with expenditure targets and maximizes scorecard points (up to 20 points for generic entities).

Example: Allocating funds for SETA-accredited training or bursaries for Black students in relevant fields.

Skills: Record-keeping, reporting, and understanding B-BBEE verification processes.

Purpose: Accurate documentation of training spend, participant demographics (e.g., 85% Black beneficiaries), and program outcomes is required for verification audits.

Example: Maintaining proof of training attendance, invoices, and SETA submissions for verification by a SANAS-accredited agency.

Skills: Collaboration with SETAs, training providers, and internal HR teams to ensure programs meet B-BBEE and Skills Development Act requirements.

Purpose: Aligns training with national skills priorities and ensures recognition by verification agencies.

Example: Partnering with a SETA to fund learnerships for Black unemployed youth.

Skills: Understanding transformation goals and ensuring equitable access to training opportunities for Black employees, including women, youth, and people with disabilities.

Purpose: Addresses sub-minimum targets (e.g., 40% of skills development points) and promotes inclusive growth.

Example: Prioritizing training for Black female employees in underrepresented roles like engineering or leadership.
